- An iam_binding is authoritative for the role on the instance: applying it removes any member of that role not present in members.
- Instance-level grants apply to every database in the instance; scope down with google_spanner_database_iam_binding when you need per-database control.
- The import ID is slash-separated project/instance, then a space, then the role.
- Use google_spanner_instance_iam_member for additive grants that coexist with bindings managed by other teams.

The native approach is to write the google_spanner_instance_iam_binding block by hand, then run terraform import google_spanner_instance_iam_binding.example <import-id> for every resource, one at a time.
